Problem Note 52592: A SAS® Financial Management customized workflow does not work as documented

In SAS Financial Management, a workflow defines the review and approval process that is used in budgeting, forecasting, and other planning activities. Each workflow consists of a collection of states (for example, READY, EDITED, and COMPLETE) and actions (for example, EDIT and SUBMIT). At run time, the actions advance the workflow from one state to the next. Each action triggers a corresponding policy file. The policy file is code that is associated with the actions.
You can customize a workflow by writing a stored process that executes before or after the workflow is advanced.
